New Hawk Owner w Starting issues

I have recently acquired an 89 hawk and just getting acquainted with it after an almost 30 hiatus from bikes. I am probably trying to relive my childhood, but that is another discussion for another day. Any way, bike has less than 5,000 miles, had been sitting in a garage for a long time, had a rusty tank and clogged carbs. I have since relined the tank and cleaned the carbs. I had only paid attention to one of the jets, marked 145, so I can't tell you the other, just forgot to look. The bike has supertrapp exhaust, original air box, and mostly stock except for mirrors, fender elimination kit. I got the bike running and it seems to respond well to the throttle and idled well after adjusting. I haven't taken it for a test ride yet, it has just been too darn cold here in NE PA. Plus, i wanted to make sure I got familiar as possible with the bike and went through all the maintenance first. My questions are regarding starting the bike. I either haven't figured out what it likes yet; partial choke, no throttle, some throttle or whatever, but it is hard starting. I haven't got the plugs out yet, my socket just arrived today, but any hints or help with starting would be appreciated. I have ran down the battery a couple times trying to get it to start. Thanks for any input. Joe
