All you should have to do is pull race off and sand blast it. If you have pitting from rust or to aggersive sand just give it a quick rub with a fine flapper wheel.
I'd go the blow torch way and heat it up and bash it off, unless you know someone with a puller. I dont think there is any chance in saving the rubber dust seal (lol) Also I think Rob is aware not to get the spindle part powder coated as he'll never get the new bearing back on.

when i done mine,all i did was get a large flat head screwdriver and just keep bashing it until it works it self up the stem the metal is quiet soft as far as powder coating it's not worth doing the stem,if you
want to do the lower yoke, get it competely blasted then mask off the stem to to bottom also inside the holes where the fork legs go.
