I've taken apart and cleaned mine 4 times in a row and it still cannot pull from 3000 to 6000 rpm but is otherwise idles and runs fine. May I borrow someone's working carbs for a day and return them to confirm it's my carb that's the problem?

it's all too easy to get the vacuum slide diaphragm installed incorrectly, slipping out of its groove. test by blowing air into the black tube next to the top cap. if the slide doesn't lift smartly, there's your problem.
there is really NO NEED on a carb cleaning to remove the top cap or the slide unless the needle needs adjustment or it's worn or damaged."It's only getting worse."
