What is the best way to clean a stock air filter? Can I use a solvent like brake cleaner? Soapy water? Or just blow it out with air?

You can, but you shouldn't. It degrades the paper's ability to "filter", allowing larger particles into your engine.

It might take a week or more to get one in rural Canada. It seems to be just paper medium so I’ll blow it out with air the best I can.Comment
